Clamping at the hotpipe...

Just seen this article on the Beeb ...

says that clamping on 'private land' is now illegal. I believe that the road at the hotpipe is effectively a private road owned by shoreham port authority - does this mean that they are no longer allowed to clamp on the road ???
Any legal eagles around who could clarifiy this?
